The office of Mother of the Flame is selected from among the most highly evolved women devotees of the World Mother. She holds a life tenure unless removed for failure or incompetence.

In 1961 Clara Louise Kieninger was named the first Mother of the Flame of the Keepers of the Flame Fraternity by Saint Germain.

On April 9, 1966, that mantle was transferred to the Messenger Elizabeth Clare Prophet.

At that time Clara Louise Kieninger became the Regent Mother of the Flame. She made her ascension on October 25, 1970, in Berkeley, California, and continues to hold that office from the ascended level.
